Competition in unmetered connections

To participate in competition in unmetered connections, all parties involved must enter into a number of agreements to ensure contractual and statutory responsibilities are clearly understood and assigned.
 
Unmetered connections service are normally provided as an agreement between two parties ourselves as the Licensed Distribution Network operator (DNO) and the customer requiring the connections work such as a public lighting authority or their nominated agent/contractor. 

Triangular Agreement

When a customer employs an independent connection provider (ICP) to carry out the competitive (contestable) part of the work, there may be a need for a triangular agreement to be in place.  The customer may opt to meet its obligations by assigning some of their responsibilities under this agreement to their appointed ICP.

Asset Adoption and Network Access Agreements
 
Please click here for a copy of our generic Unmetered Asset Adoption Agreement template. This is a legal agreement that must be signed up front by the initial owner of any newly installed unmetered connections asset before they are connected to our existing distribution network. The initial asset owner can be either the ICP or their client depending on their own contractual agreement.
 
Please click here for a copy of our generic Network Access Agreement template. This is a legal agreement that must be signed by the ICP who is taking responsibility for undertaking live LV jointing on unmetered service cables which are already connected and energised directly from our distribution network. On signing this agreement, contractual responsibility for providing the contestable connection services and all legal obligations for safe working on live electrical network assets remain with the ICP.
